Who can add the Program?
School Admins and teachers can add new clubs & programs.
Who can edit the Program?
School Admins can edit any program. Teacher can edit the program they've created. Program Admins have also editing rights. They can be instructors or parents. Make sure to add them as Program Admins in the Add/Edit Program interface.

Teachers
Parents Admins (parents with the extra admin rights; program admin rights need to be checked)
Community User Admins (user is not a teacher or parent)
